HPH Progress Report 2017-2018: Czech Republic

The HPH Constitution (2008) for the International Network of Health Promoting Hospitals and Health Services states that one of the tasks of a National/Regional HPH Network is: “To periodically deliver a progress report to the Governance Board.” (Refer to 1.4. Mission and Obligations, HPH Constitution)

 

For the purposes of this activity:

 

  • The period for progress reports to be delivered is every two years.

  • A progress report is defined as a report on efforts to assist hospitals/health services to ”incorporate the concepts, values, strategies and standards or indicators of health promotion into the organizational structure and culture of the hospital/health service." (Refer to Mission, HPH Constitution)

 

The aims of Progress Reports are:

  1. To provide a mechanism for HPH networks and taskforces to share information, knowledge and experience

  2. To contribute to an assessment of the achievement of objectives by the International HPH Network

  3. To help identify priorities for future action by the International HPH Network.

This survey refers to activities in the period 2017-2018.

The Ministry of Health of the Czech Republic, as the national coordinating unit of the HPH program in the Czech Republic, considers support of health promoting and HP´ implementation to the health services system as one of the key priorities. That´s why HPH is a recurring priority of the Czech Ministry of Health as one of the main priorities in the National Strategy for the Health´ Protection and Promotion and Disease Prevention which is based on the European health policy strategy – Health 2020.

National Action Plans have been developed to implement this strategy, of which No. 9 was an Action Plan to improve the quality and safety of healthcare services. Its accomplishment was completed in advance in 2018, but because we appreciated the great benefits for the healthcare system of the Czech Republic, we continue to do these tasks - for example, we organize the “International conference development of health promoting activities in healthcare facilities in the Czech Republic”. For the first time the conference was international, but as a result of budget cuts, we are now continuing with this activity at national level. Every year interest in the conference increases and participation increases too. Last year, the conference was attended by more than 110 experts representing healthcare facilities across the Czech Republic. Thanks to this conference, we are continuously increasing the number of Czech HPH hospitals.

Furthermore, in 2017, the creation of the GNTH National Network and its interconnection with the HPH network was a crucial step (especially in the aforementioned conference). For 2019-2020 we aim primarily to increase the number of HPH and GNTH hospitals, but mainly to create a collaborative platform for both programs. In both programs we managed to increase the number of non-smoking hospitals - we consider it as a great success, because in the Czech Republic is smoking extremely widespread in the Czech Republic (often also among medical staff).

In the period 2017-2018 we acquired 3 university hospitals into the HPH program. We have received 3 new members for GNTH (these are also HPH hospitals).

All Czech HPH hospitals are very active in education activities. It creates regular educational actions for its region in order to increase the health literacy of citizens and patients in many areas of health promotion and their movement in the health service delivery system.

 


2B. How is my network organized and how do we work?

At the top of hierarchy is The Ministry of Health of the Czech Republic with czech national HPH coordinator, Milena Kalvachová, MA. Next to her is national administrator of the HPH program, Veronika Stejskalová, Eng. which is always available to Czech HPH hospitals - by phone, in writing, in person. She helps to HPH hospitals to solve all problems for hospitals, arranges all the administration for the program and prepares annual National HPH Conference in the Czech Republic. 

 

Czech HPH hospitals cooperate very well, especially at the level one or neighboring region. Therefore, communication is often in this structure:

  • hospital – hospital (within one region or across)

  • "spokesman" of the region – administrator

  • administrator – national coordinator

 

 

 

2C. What has been the aim of my network?

The aim of the Czech HPH network is:

1. Create a strong network of hospitals across the Czech Republic. First, we would like to get at least 1-2 hospitals in each region. Then we would like to increase this trend.

2. Create a better environment for effective communication and collaboration.

3. Create a functional platform for HPH and GNTH programs.

2D. What were my network's main achievements and lessons learned?

For a huge success we consider the extension of the Czech HPH network by 3 hospitals in the monitored period. It is a university hospitals with a large field of scope. Two of them are in the capital city of Prague, where there is the largest population. The third is in the Pilsen Region, which we had not yet been "occupied".

Another success is our activities at International HPH conferences, where we regularly participate in professional lectures, poster presentations, etc. In 2017, the Czech Republic won the award for the poster of the Ministry of Health entitled Effectiveness of the Hospital Care in the Czech Republic through Volunteer care, which received the HPH Scientific Committee Award. At the national level, we are very pleased with the interest in our conference. We strive for interesting topics and the program is always prepared with the greatest Czech experts on the issue. Interest in participation is significantly increasing.
